He has a Bachelor of Arts Degree from the University of Cape Town. A Postgraduate Diploma in Management also at the University of Cape Town. He has Management Advancement Program (MAP) from Wits Business School and is currently completing Master’s in Business Leadership at the University of South Africa.
He is currently running a cattle farming operation and a Business Consultancy Agency, with a key focus in the Energy and Fuel Sectors. Mr Gobingca has over 16 years of experience in developing and implementing Supplier Development and Preferential Procurement Strategies.
From 2018 to 2020, he was a General Manager: Eastern Cape Operating Unit at Eskom Holdings
SOC Distribution and CS Divisions. He served on the Board of Nicro Enterprise Finance, as a Nonexecutive Director, (Supplier/ Enterprise Development Issues) for two years.
In 2007 he was appointed as Chairperson of the SAPIA (Industry body) Procurement Manager’s
Forum. He was also member of the Sasol Oil BEE Committee.
In 2021 he was appointed as the Deputy Chairperson of the Board of Directors of the Eastern Cape Liquor Board.
Mr Manthee has dedicated his professional career of more than 30 years to serving the Public Sector of the Eastern Cape. Over this time, he has led various high profile audit, internal audit, forensic and consulting projects within Provincial Government Departments, District & Local Municipalities, Public Entities and Education Institutions. Although Mr Manthee is a seasoned Chartered Accountant (CA(SA)), he has developed and proven his ability across a broad range of skill sets which has enabled him to successfully deliver projects within a multitude of categories.
Mr Manthee has been acknowledged in a variety of leadership positions over his substantial career. He was a director of the largest global Audit & Consulting firm for 9 years and was their Eastern Cape Public Sector Consulting Leader until 2015 where he resigned to establish his own consultancy. During this period, he led a highly successful and diverse group of dedicated professionals reporting to him across a
number of focused business units, including – Finance, Internal Audit, Forensics, HR, movable & immovable Assets, Capital Infrastructure & Projects, Project Management, Revenue Improvement, Technology, Strategy & Operations & Corporate Finance.
Mr Manthee has vast experience and understanding of the Eastern Cape’s Public Sector (in all its spheres) and its unique challenges. He has a proven track record of delivery and of adding sustainable value to the clients he has served. He is a seasoned member and Chairperson of many organisation’s Audit & Risk Management Committees and Boards/ Councils and has demonstrated his value in these senior positions over many years.
Dr Mboto has a Doctor of Administration (Public Administration), from the University of KwaZulu-Natal. He attained a Master ’s and Bachelor’s Degree in Public Administration from the University of Fort Hare. He also has post Graduate Certificate in Leadership Development Programme from NMMU/PALAMA.
He is currently employed at the Department of Economic Development, Environmental Affairs and Tourism as a Regional Director in Joe Gqabi District Municipality. He is an experienced Manager, a development practitioner in both the NGO and Public Sector.
He is also an administrator, mentor, and facilitator with extensive experience in Public Administration, Project Management, Executive Leadership Development and Area Development Management. He has a strong background in all aspects of strategic, stakeholder relations, people development and leadership management. Currently, he is a member of the Joe Gqabi District Municipality DDM Task Team.
A Co-ordinator and Chairperson of the Joe Gqabi District Municipality Economic Infrastructure Cluster.
Ms Nongogo has a B. Juris from the University of Transkei and a Bachelor of Laws (LLB) also from the
University of Transkei. She is an admitted Attorney and Conveyancer of the High Court of South Africa.
She is a practising attorney and director at Malusi and Company Attorneys in East London. Before this, she was employed by the AIDS Legal Network of South Africa as a Provincial Co-ordinator for the Kwa-Zulu Natal Province, and later employed as the National Training Co-ordinator.
Ms Nongogo previously served as the Vice- President of the then Cape Law Society. She served her articles of Clerkship with the Legal Aid Board in the Pietermaritzburg Legal Aid Clinic. She was a board member and trustee of IKhala Trust, a micro finance nonprofit organisation, based in Port
Elizabeth. She was also the Chairperson of the Legal Practice Council for the Eastern Cape Province.
Ms Nongogo is also a member of the NEC for the National Democratic Lawyer’s Association.
The function of the ECLB is to regulate the registration of retail sales and micro-manufacturing of liquor in the province
