Senior Management

Dr Nombuyiselo Makala has B.Com Degree and Honours which she obtained from the University of Fort Hare. She obtained Master’s in Business Administration (MBA) from Nelson Mandela University. She also holds Doctorate in Administration from the University of Fort Hare. Her area of interest in her Doctoral studies was on the implementation of corporate governance in the public entities of the Eastern Cape. She started her career as an article clerk at Nkonki Sizwe Ntsaluba CA (SA). She boasts an extensive experience in Management, Corporate Services, Financial and General Management areas. She was appointed as the first Chief Executive Officer (CEO) of St Elizabeth Regional Hospital in Lusikisiki, Director for Financial Accounting Services and Director for Corporate Services at the Eastern Cape Department of Health.
She has served in different Finance and Supply Chain Committees either as the Chairperson or as the Deputy Chairperson. Whilst she was the CEO of St Elizabeth Hospital, she served as the Board Member of the Lilitha Nursing College. She has also served and chaired the Board of Cecilia Makiwane Hospital in Mdantsane.
She also served other boards in the private sector as well. Dr Makala was nominated to be a Deputy
Chairperson of the Housing Authority of East London, an NGO responsible for the provision of affordable rental housing to middle income families. She joined Eastern Cape Liquor Board in April, 2011 as Executive Manager for Corporate Services, and in 2020 she was appointed as CEO of the Eastern Cape Liquor Board.


Mr Zola Tyikwe holds a Masters Degree in Development Studies from Nelson Mandela Metropolitan University, a Honours Degree in Development Studies and BA Degree from the University of Western Cape.
In 1985-1991, he was detained and left the country to join ANC-MK in exile. He underwent military training in Angola and Cuba and later deployed as Regional Logistics Dispatch Officer in Luanda, Angola.
He worked in the following places: South African National Defense Force as a Captain: Personnel Corps from February 1995 to March 1996. In April 1996 to June1999, he worked for Commission on Restitution of Land Rights, Eastern Cape and Free State as a SeniorAdministration Officer.
Following that, he worked for the Office of the Premier from 1999-2009, holding different portfolios such as: Administrative Secretary, Director: Premier’s Support Staff and Senior Manager: Provincial Anti-Corruption and Security Management Services.
He joined the Eastern Cape Liquor Board in 2009, acted as Chief Executive Officer June 2014-February 2015. Currently he is an Executive Manager, heading Compliance and Enforcement Division

Kerry Anne Oosthuysen is an Admitted Attorney, holding two Master of Laws degrees, an LLB and a BSocSci. She began her legal career in private practice as a commercial attorney, where she gained foundational experience in corporate and commercial law before transitioning into the public sector.For over a decade, she served at the Commission for Gender Equality as Provincial Legal Advisor, where she led strategic litigation on behalf of the Commission, providing legal oversight in matters advancing gender equality and the protection of constitutional rights.
During this period, she also contributed to national gender equality reporting processes and advised on policy and legislative reform. In 2017, she was selected as a Mandela Washington Fellow under the Young African Leaders Initiative, representing South Africa in civic leadership development in the United States, and was subsequently awarded a Chevening Scholarship in recognition of her leadership and commitment to social justice.She has remained active as a gender activist, advocating for strengthened gender representation and the advancement of women’s rights.
She joined the Eastern Cape Liquor Board in 2019 as Legal Services Manager, where she led legal, compliance and governance functions in support of regulatory enforcement and institutional integrity.In January 2026, she was appointed as the Executive Manager for the Licensing Division, where she now oversees licensing operations and contributes to the strategic regulation and development of the liquor sector in the Eastern Cape Province.

Linda Tini graduated with Master’s in Business Administration from the Nelson Mandela University, Honours in Industrial Psychology (cum laude) and Bachelor of Administration from Fort Hare University.
She boasts more than 10 years of experience in public and private sector specialising in Human Resources Management, Organisational Behavior and Training and Development. She has previously worked as a Senior Consultant for Human Capital at Pricewaterhouse Coopers, amongst other organisations.
She has served the Eastern Cape Liquor Board since 2011 as Manager Strategic Planning and her responsibilities included Strategy Planning and Management, Performance Monitoring and Evaluation, Business Performance Reporting as well as Policy Analysis and Development. In 2020 she was appointed as Senior Manager: Corporate Services at the Eastern Cape Liquor Board


The function of the ECLB is to regulate the registration of retail sales and micro-manufacturing of liquor in the province
